I don't know any such repair people. If it's the controls an electrical handyman might be able to help, but if it's the wires in the blanket or pad, you are pretty much out of luck.

I have a Sealy Electric Heated Mattress Pad...just wondering what is the best way to clean it?

The pad should have cleaning directions right on it. But if they are missing or illegible, try looking on the manufacturer's website or call their toll-free number, found on the website. If you come up empty handed go gently.
You want to use the gentle wash cycle of the washing machine -- after removing all of the operating controls. You may want to consider using a large front-loader at a laundromat to make sure the blanket isn't crammed into the washer. Cramming it not only means it won't get as clean but also the wires could break. Don't use harsh chemicals in the wash either. Then dry it on a low setting -- don't over dry it. That should do you.

I have a sealy heated mattress pad also. It is a queen size so I have two controls and on the side I sleep on, that is used all the time. I keep getting the letter E and then it won't heat. Wondering if anyone knows what this means

Safety is a big personal issue. There are those who feel that the EMFs from electric blankets shouldn't be in a bedroom at all -- ever. But if you don't subscribe to EMF as a problem, then you don't care about the electric heated mattress pad being a problem.
Many electric blankets these days shut off after 10 hours. I'm betting the electric mattress pad does too. The issue of shutting off after a certain number of hours is to keep bedding and people from over heating.
As long as you don't have the heat so high that you over heat -- ruining your sleep -- you should be fine with leaving your electric heated mattress pad on all night.
